Foxlight Consulting helps builders, developers, property owners, and project teams navigate land use, zoning, permitting, and entitlement processes throughout Pierce County and the greater Puget Sound region.
Led by Kristina Haycock, AICP, Foxlight provides practical planning guidance, development feasibility and due diligence, permit and entitlement strategy, jurisdiction coordination, and project management support.
We translate complex regulations and review comments into clear next steps so clients can make informed decisions, resolve issues, and keep projects moving.

Kristina Haycock, AICP, is the Founder & Principal Planner of Foxlight Consulting, a land use and entitlements consulting firm serving clients throughout Western Washington.
Kristina brings experience from both sides of the development process, having worked as a municipal land use planner with the City of Tacoma and later in private consulting as a Land Entitlements Manager. Her work includes development feasibility, zoning and code interpretation, entitlement strategy, permit review, agency coordination, and development problem-solving.
She specializes in translating complex regulations, site constraints, and permitting requirements into clear, practical guidance that helps clients understand what is possible, identify risk, and move projects forward.
Kristina is certified by the American Institute of Certified Planners and is completing a Professional Science Master’s in Environmental Sciences, expected in 2027.
